Sheriff Sam Page Challenges Senator Phil Berger for NC Senate Seat

In a significant political development, Rockingham County Sheriff Sam Page has announced his intention to challenge North Carolina Senate leader Phil Berger for the District 26 seat in the 2026 elections. Sheriff Page, who has served Rockingham County since 1998, declared his candidacy on February 13, 2025. This move positions him against Senator Berger, a political stalwart who has held his seat since 2000 and has been the Senate’s president pro tempore since 2011. Page’s decision underscores a growing rift within the local Republican Party, particularly concerning recent policy disagreements.

Casino Controversy Fuels the Fire

A central issue in this burgeoning rivalry is the proposed introduction of a casino in Rockingham County. In 2023, Senator Berger advocated for legislation to expand casino gambling, aiming to boost economic development in select counties, including his own. This initiative faced opposition from various quarters, notably Sheriff Page and a segment of the local populace. Critics argued that such significant decisions warranted greater transparency and public involvement. Page emphasized the need for open communication, stating, “When you bring up bills that definitely appear to be controversial, you need to be open and communicate with the public that you work for.”  

The controversy intensified when the Rockingham County Board of Commissioners, chaired by Senator Berger’s son, Kevin Berger, approved the rezoning of 192 acres to accommodate the proposed casino. This decision, made in August 2023, was met with substantial public dissent, with many residents feeling sidelined in the decision-making process. The situation was further complicated by revelations of private meetings between county officials and potential developers prior to public disclosure, leading to questions about procedural integrity.  

Divergent Visions for Rockingham County

Sheriff Page’s campaign is poised to focus on public safety, economic development, and community engagement. He has been a vocal advocate for addressing the opioid crisis and enhancing border security, reflecting his extensive law enforcement background. Page’s previous political endeavor includes a 2024 bid for the Republican nomination for lieutenant governor, where he secured 10% of the vote in a crowded field.  

In contrast, Senator Berger’s tenure has been marked by efforts to transform North Carolina’s tax policies, education system, and social issues. His support for the casino initiative was framed as a strategy to stimulate economic growth in rural areas facing financial challenges. However, the pushback from constituents and local leaders like Sheriff Page suggests a complex debate over the county’s future direction.
