Durham, NC — It has been one year and one month since Leonardo Williams took the helm as mayor of Durham, marking a tenure defined by bold decision-making, community investment, and a focus on addressing the city’s most pressing issues. Mayor Williams, affectionately called “Leo” by many, has brought a fresh perspective to city leadership, tackling challenges such as affordable housing, public safety, and economic development while promoting a more optimistic narrative about Durham’s growth and potential.
Tackling Affordable Housing
One of Mayor Williams’ hallmark achievements is the approval of more than 250 low-income housing units through innovative partnerships and funding strategies. Notable projects include the Southside Revitalization III and IV, which will add 100 units funded through Low-Income Housing Tax Credits, local funds, and federal resources from the Biden-Harris Administration’s American Rescue Plan.
Despite the housing affordability crisis plaguing many cities, Williams’ proactive approach has drawn praise. However, the mayor acknowledges that there is still much to do to ensure equitable housing opportunities for all residents.
Improving Public Safety Amid Challenges
Public safety has been another cornerstone of Williams’ agenda. His administration implemented market-based pay raises for first responders, aiding recruitment and retention efforts in critical public safety roles. However, his tenure also saw setbacks, including the discontinuation of the ShotSpotter gun-tracking system—a decision that sparked debate among law enforcement and city leaders.
In response, Williams launched the Bull City Future Fund, a youth-focused initiative aimed at enriching and educating Durham’s young population to curb violence and build a more prosperous future. The mayor has also hinted at an upcoming program for preschool-aged children that could transform early childhood education in the city.
Transportation Investments for a Growing City
Under Williams’ leadership, Durham has secured over $12 million in transportation grants, initiated free public bus services, and passed the Connecting Durham bond to fund essential road and street maintenance. Perhaps most significantly, the city has positioned itself as a regional transportation hub. Plans for a $1.2 billion Charlotte-to-Richmond rail project and a $15 million investment in electric school buses showcase Durham’s commitment to sustainable and forward-thinking transportation solutions.
Boosting Economic Development
Williams has also made strides in economic development, hosting events such as a Small Business Town Hall with Small Business Administration Administrator Isabel Guzman. Programs like the Durham Personal Finance Playbook aim to increase financial literacy, fostering a stronger local economy. Additionally, the city has garnered national recognition, with the Raleigh-Durham area ranked among the best places to live by U.S. News and WalletHub.
Durham’s technology sector continues to grow, bolstered by a proposed $285 million investment in the Digital Twins Institute and a $1 billion semiconductor facility project. These investments highlight the city’s role as a burgeoning hub for innovation and technology.
A Vision for Durham’s Future
As Mayor Williams reflects on his first year in office, he remains optimistic about Durham’s trajectory. “This job is about representing the city and making tough decisions,” Williams said. “We have challenges, but we also have incredible resources and opportunities to make Durham thrive.”
Looking ahead, Williams plans to expand programs for youth, address infrastructure needs, and strengthen community connections. With his focus on growth and collaboration, the mayor is determined to create a city where all residents can share in its success.
