Durham-to-Roxboro Rail Trail Sparks Community Debate

Durham, NC—A long-abandoned railway line in Durham County may soon see new life as a recreational trail, but not everyone is on board with the proposed changes. The Durham-to-Roxboro Rail Trail project, designed to convert 18 miles of unused railway into a multi-use path, has sparked concern among residents who live near the planned route.

A New Path for Durham

The project aims to repurpose the dormant rail corridor, which has been inactive since 1983, into a 26-mile continuous trail extending from Frogsboro to Roxboro. Supporters argue that the transformation will provide a scenic and accessible route for pedestrians, cyclists, and outdoor enthusiasts while promoting economic and environmental benefits.

Proponents highlight the potential for increased property values, improved quality of life, and expanded transportation options. “Research has shown that well-designed trails contribute positively to communities by encouraging outdoor activity and even reducing crime through increased foot traffic,” said Doug Plachcinski, director of Triangle West Travel and a key figure in the project.

Plachcinski added that similar projects across the country have demonstrated how urban trails can serve as community assets. Cities such as Atlanta with its BeltLine and New York’s High Line have revitalized neglected spaces into thriving public hubs. “When managed properly, trails like these enhance safety and economic activity rather than diminish it,” he said.

Community Concerns Emerge

Despite the project’s potential benefits, some Durham County residents are raising concerns, particularly those whose properties border the proposed trail. Among them are Dottie and Todd Dudley, who recently moved to Durham from Indianapolis. They fear that the trail’s proximity to their home will bring noise, crime, and unwanted foot traffic.

“In theory, a trail is a great idea,” said Todd Dudley. “But when it’s just feet from your back door, the reality is different. We’ve seen issues with trails in our previous neighborhood, including break-ins, littering, and safety concerns.”

Their concerns are echoed by other residents in the Tryyburn neighborhood, where homeowners worry about increased foot traffic and its impact on their privacy. Barbara Varjabedian, another resident, voiced her opposition. “This trail will bring a high volume of people right behind our homes, and that’s not what we signed up for when we moved here,” she said.

Balancing Development with Public Input

Public infrastructure projects often face resistance, particularly when they impact established neighborhoods. While opposition exists, planners stress that the process is still in its early stages and that community engagement is a priority.

“We want to work with residents to ensure their concerns are heard and addressed,” Plachcinski said. “We are committed to designing a trail that respects homeowners’ privacy while maximizing benefits for the broader community.”

City officials have pointed to security measures such as increased lighting, surveillance cameras, and regular police patrols as potential solutions. They also note that data from similar projects show crime rates along trails tend to be lower than in surrounding areas due to increased activity and visibility.

Next Steps and Project Timeline

The Durham-to-Roxboro Rail Trail is currently in the public consultation phase. Project leaders are gathering feedback from residents while conducting feasibility studies and cost assessments. A final plan, including detailed recommendations and budget estimates, is expected by October.
